dc.description.abstractThis project is based on the formulation of the question ¿Why our country is experiencing an incredible raise in crimes without control either precedents in order to stop them?, where we identified the following causes with the highest incidence: Inefficiency of the Control Organism, the lack of training of Prison Officers and the Prison Infrastructure, Bad Rehabilitation, Poor State Administration, due to this problems we proposed the creation of a Penitentiary Centre focused on human and social rehabilitation for prisoners with a sentence classified as medium or high risk, and also for the maximum security prisoners with a special classification. The theoretical and empirical research proved that this project is economically feasible and socially desirable. The main objective to be achieved is to introduce the country into major changes in the penitentiary regulations such as: treatment procedures, rehabilitation mechanisms that are the beginning of a reform or reconstruction of the criminal law’s structure. The value of this project is entirely social, and it seeks to decrease the corrupt and criminal’s psychology of our society. The Penitentiary Centre pretends to have a first-level organizational structure, rehabilitation programs for high performance and human capital of the highest quality creating longterm social benefits as significant as the privates’ ones.en
